Why this matters

Israeli credit cards work differently from US or UK cards. Most are charge cards that clear the full balance at month-end. Real revolving credit (Ashrai Mithadesh) exists but is offered less widely. Rewards programs are improving but still less generous than top US cards. Olim who pick the right card in the first year save NIS 1,500 to NIS 4,000 in fees, FX, and missed rewards.

How Israeli credit cards work

Charge model is standard. Most cards charge your bank account in full on a fixed day each month (around the 1st or the 10th). You do not carry a balance month-to-month unless you opt into Ashrai Mithadesh (revolving credit), which charges high interest (12 to 18 percent annual).

The 3 card networks. Isracard (owned by Bank Hapoalim until 2020, now independent), Cal (owned by Bank Discount), and Max (formerly Leumi Card). All 3 issue Visa, Mastercard, and (Cal only) Diners.

Issuance flow. Your bank arranges the card, but the card itself is run by one of the 3 networks. The bank pays the network on your behalf and recovers from your account.

What new Olim get in month 1

Israeli banks treat Olim cautiously on credit. Expect:

- Mitzhar Ashrai (debit-only card). Functions like a Visa Debit. Pulls directly from your bank balance. No credit line. Approved on day 1 at account opening. Use it everywhere a credit card works.

- Small initial credit line. Some banks approve a NIS 5,000 to NIS 10,000 line in month 1 for Olim with solid foreign documentation. Most wait 3 to 6 months.

After 4 to 12 months of salary deposits, the bank will offer a real credit card with a NIS 10,000 to NIS 40,000+ limit.

Top cards for Olim in 2026

Best overall: Max BankMecard

- Issued through Bank Hapoalim, Bank Leumi, Mizrahi-Tefahot.

- 1 percent cashback on all spend (capped at NIS 50 per month).

- 1.5 percent FX fee on USD, EUR, GBP transactions (vs 2.5+ on older cards).

- Free travel insurance for the cardholder.

- Annual fee around NIS 50 to NIS 110, often waived for the first year.

Best for FX and travel: Cal Magic

- Issued through Bank Discount and First International.

- 2 percent cashback on overseas spend.

- 1.5 percent FX conversion fee.

- Free lounge access at Ben Gurion for higher tiers.

- Annual fee around NIS 80 to NIS 140.

Best for rewards (frequent flyers): MultiAir from Isracard

- Issued through Bank Leumi, Bank Hapoalim, and standalone.

- Earns Frequent Flyer Club (FFP) points on El Al, ICAR, and Israir.

- Annual fee NIS 290 to NIS 590 depending on tier (NIS 590 tier is the only one where points math works out).

- Best for Olim who fly back to the home country twice a year.

Best supermarket card: Diners Club Power 5

- Cal-issued. Linked to Shufersal, Mega, Rami Levy programs.

- 4 to 6 percent cashback at participating supermarkets up to NIS 200 cap per month.

- Annual fee around NIS 110.

Best secured/credit-builder card

If you cannot get a credit card on standard underwriting:

- Pepper digital card (Bank Leumi's digital sub-brand). No credit decision needed. Functions as a Mitzhar.

- Bestie virtual card (Bestie Insurance Bank). Same approach.

What to look for

FX conversion fee. Most important for Olim with foreign family or travel. Range: 1.5 to 3.5 percent. Choose 1.5 percent if possible.

Annual fee (Dmey Kartis). Most cards charge NIS 50 to NIS 150 per year. Higher-tier cards charge NIS 290 to NIS 1,200. Calculate whether the rewards exceed the fee.

Cashback or points. 1 percent cashback on a NIS 8,000 per month spend is NIS 960 per year. Worth the annual fee if NIS 110.

Travel insurance included. Many Israeli cards bundle medical and trip-cancellation insurance for trips paid with the card. Saves NIS 30 to NIS 100 per overseas trip.

Credit limit (Misgeret Ashrai). Israeli limits are conservative. NIS 10,000 to NIS 30,000 is typical even for high earners. Higher limits require formal request to the bank.

US citizens: pick carefully

Some Israeli cards have terms that trigger PFIC-like reporting or FBAR complications for US persons. The cards themselves are fine. But:

- Cashback paid in points that earn interest in a "club" account may need to be reported on FBAR if the balance gets large.

- Cards tied to investment programs (Kupot Gemel-linked cards) are best avoided by US persons due to PFIC concerns.

If unsure, stick to plain Visa or Mastercard cards with cashback, not points-based or investment-linked.

How to apply

1. Open your Israeli bank account first.

2. After 90 to 180 days of salary deposits, ask the banker for a credit card application.

3. Pick one or two cards. Israelis often carry 2 cards (one bank-default plus one club-rewards card).

4. Fill in the application. The bank pulls Israeli credit data (BDI) and reviews your salary history.

5. Card arrives in 5 to 10 business days at the branch.

Common mistakes Olim make

Taking the default card the bank offers. Often the cheapest card with the worst FX rate. Always ask about Max BankMecard or Cal Magic instead.

Holding too many low-tier cards. Each card has an annual fee. Two cards is the sweet spot for most Olim.

Using Ashrai Mithadesh (revolving credit). Annual interest 12 to 18 percent. Worse than most US revolving cards. Pay off in full each month.

Forgetting to update FX preferences. Some cards default to Israeli shekel conversion at point of sale (DCC, Dynamic Currency Conversion) when used abroad. Always pay in the local currency, not shekels.

Not requesting a higher Misgeret Ashrai. Israeli banks will not raise it automatically. Ask in writing once a year.

What to do this month

1. Confirm your initial Mitzhar Ashrai (debit) card is activated.

2. Set a calendar reminder for month 6 to apply for a real credit card.

3. Pick the card that matches your spend pattern (FX-heavy, supermarket-heavy, or travel-heavy).

4. Set up automatic full-balance payment.

5. Activate alerts in the bank app for every transaction above NIS 200.

שאלות נפוצות

Can a new Oleh get a credit card with a real credit line in Israel?

Usually not in the first 6 months. Israeli banks need to see consistent income deposits before issuing a true credit card. Olim start with a debit-only card (Mitzhar) and graduate to a real credit card after 4 to 12 months of salary history.

What is the difference between bank cards and club cards in Israel?

Bank cards (Isracard, Cal, Max) are issued through your bank account and pull from your checking each month. Club cards (Cal Diners, Mastercard Multiline) layer benefits like cashback, airline miles, or supermarket discounts on top. You can hold both.

What is the best card for foreign currency purchases?

Max BankMecard, Cal Magic, and Bank Leumi MultiAir have the lowest FX conversion fees (around 1.5 to 2 percent) in 2026. Avoid older cards that charge 2.5 to 3.5 percent on USD or EUR transactions.
