Bituach Hova (mandatory third-party bodily injury). Required by law. Covers injury to other people, including pedestrians. Costs NIS 800 to NIS 2,400 per year depending on engine size, driver age, and gender. Same price across all insurers (set by government).
Bituach Tzad Gimel (third-party property). Covers damage you cause to other vehicles or property. Around NIS 600 to NIS 1,500 per year. Strongly recommended.
Bituach Makif (comprehensive). Covers your own car against theft, fire, accident, glass, and natural damage. NIS 2,500 to NIS 6,000 per year for a typical NIS 100,000 car. Optional but most drivers buy it.
License transfer for Olim
You can drive on your foreign license for 12 months from the date you became an Israeli resident. After that, you need an Israeli license (Rishayon Nehiga).
Conversion process (most countries)
1. Get a Tofes Yarok (green form) from any licensed doctor. Around NIS 100 to NIS 250.
2. Pass an eye exam at any licensed optician. NIS 50.
3. Bring your foreign license, Teudat Zehut, Tofes Yarok, and 2 passport photos to Misrad HaRishui.
4. Pay the conversion fee (around NIS 600).
5. Take an Israeli theory test if your country is not on the auto-convert list. Most Western countries are exempt.
6. For some countries (varies by license type), you need 1 to 4 driving lessons with a licensed Israeli instructor plus a short road test.
US, UK, Canada, Australia, France, Germany, and most EU countries qualify for auto-conversion without a road test if the foreign license has been held for at least 5 years.
Getting credit for your foreign driving history

- Phone-based brokers (Sochnut Bituach). Best for Olim because brokers can negotiate the no-claims letter with each insurer. Free service, paid by commission from the insurer.
- Direct insurers. WeSure, Bestie, and AIG offer online quotes. Faster but less flexible on foreign documents.
- Comparison sites. Mortar.co.il, Bcomp.co.il, and Insurance.co.il aggregate quotes but rarely include the foreign NCB discount in the headline price.
Common mistakes Olim make
Buying online without uploading the no-claims letter. Save 15 to 40 percent by going through a broker who handles the paperwork.
Picking a high-CC car in year one. Hova premiums scale with engine size. A 2.0L engine costs nearly double a 1.4L for the same driver.
Skipping Tzad Gimel to save money. If you bump a parked Porsche, NIS 600 saved becomes NIS 80,000 owed.
